Carlos is the Founder & CEO of S&S, bringing over a decade of professional experience across multiple states and territories in the U.S., specializing in infrastructure and government services. With a total of 25k hours spent delivering results in both private and public sectors, he offers a wealth of practical and strategic insights.

He has a track record of accomplishments in services to federal, state, and municipal government clients, with hands-on experience in housing, urban planning, community and economic development, and disaster recovery.

Currently, he serves as a Community Development Advisor for the City of Bryan. His commitment is to uplift the clients and communities he serves by delivering concrete solutions to our most critical challenges through strategic planning, investments, and efficient program management. He also served as the former Vice Chair of the Salt Lake City Planning Commission, advising on high-visibility, complex infrastructure projects and making recommendations to the city.

Carlos holds a Bachelor's degree in Political Science from Iowa State University and a Master's degree in Urban and Regional Planning from the University of Utah.

Additionally, Carlos is an award-winning writer for the 17th Engineering Project Organization Conference Proceedings and has published articles in the Journal of Management in Engineering, the American Planning Association’s Learn NPC21 Collection, and Community & Regional Planning Proceedings, among others.
